The #PESCO focus should be on new projects that fill Europe’s most urgent capability gaps. But military hard-power development projects cost money. It is likely that PESCO will primarily be used for projects on the ‘softer’ end of the capability spectrum: a medical command centre, for example, should be easy to agree on.

This means that, although ministers from all EU member states were present, only those participating The EU Council adopted PESCO, the European Union defense pact, on Monday, December 11. The Permanent Structured Cooperation (PESCO), which was first set out in the Lisbon Treaty, will allow European nations will begin working on 13 innovative joint military development projects, after defense ministers from the bloc approved the measures in talks in Brussels on Tuesday. Any participating at the PESCO Member State has taken over the coordination for each project. Germany is involved in 16 projects.

The Permanent Structured Cooperation (PESCO) is the part of the European Union's (EU) security and defence policy (CSDP) in which 25 of the 27 national armed forces pursue structural integration. Based on Article 42.6 and Protocol 10 of the Treaty on European Union , introduced by the Treaty of Lisbon in 2009, PESCO was first initiated in 2017. To ensure consistency, the implementation of all PESCO projects will be based on the common set of governance rules for projects, including, inter alia, rules on the role of observers if appropriate, to be adopted pursuant to Article 4(2)(f) of Decision (CFSP) 2017/2315, and which the participating Member States taking part in an individual project could adapt as necessary for that project.

The European Medical Command (EMC) will provide the EU with an enduring medical capability to coordinate military medical resources.

PESCO was enabled by the Treaty of Lisbon in 2009 and initiated in 2017,1 with the initial integration As security environments evolve, the European Union (EU) has started a process of closer cooperation in security and defense — the main initiative of a Permanent Structured Cooperation on security and defense (PESCO), as outlined in the Treaty of the EU, Articles 42 (6) and 46, as well as Protocol 10. A formal Decision approving an initial list of 17 PESCO projects, including participating countries, was reached in March 2018. Among that initial tranche was armoured infantry fighting vehicles, military mobility and a European Medical Command. PESCO’s initial functions will be in the form of 17 collaboration projects. These projects range from a European medical command to a network of logistics hubs to support EU missions and operations – notably nothing that would replace the military fighting capabilities of NATO. Most of the European Union's member states have signed up to a plan for closer defence cooperation. Permanent structured cooperation (Pesco) was first signed by 23 EU countries on 13 November, and became legally binding on 11 December following a decision by EU foreign ministers.
